A recent national analysis reveals that higher e-cigarette prices and taxes effectively decrease vaping among adults without driving them back to traditional combustible cigarettes.
- Significant Reduction: Mid-range price increases led to a 30-33% drop in purchases, while the highest prices caused a 49-51% reduction.
- No Smoking Rebound: Researchers found no statistically significant evidence that higher vape prices increased traditional cigarette consumption.
- Policy Impact: The findings support the use of tiered tax designs to curb nicotine use and improve public health outcomes.
Researchers at The Ohio State University Comprehensive Cancer Center have confirmed that taxing e-cigarettes effectively reduces adult vaping without pushing users back to traditional smoking. Published in Health Economics, this national analysis provides crucial evidence for state policymakers grappling with tobacco control and complex nicotine regulation.
To understand consumer behavior, the study surveyed 700 adult e-cigarette users across the U.S., analyzing their hypothetical monthly purchases across various product categories. The results demonstrated a clear correlation between increased costs and decreased consumption.
Compared to lower baseline costs, mid-range e-cigarette prices were linked to 30-33% fewer product units purchased. When exposed to the highest price points, users purchased 49-51% fewer products. Higher taxes yielded similar reductions in overall e-cigarette purchases and nicotine consumption.
Crucially, the data dispels common concerns about substitution. The study found no statistically significant evidence that raising e-cigarette prices led to greater cigarette consumption among the general adult sample.
“Our findings suggest that increasing e-cigarette prices can effectively reduce vaping without the unintended consequence of more smoking among adult vapers,” stated Dr. Shaoying Ma, a research scientist involved in the study.
Moving forward, these insights empower policymakers to implement strategic, tiered tax structures aimed at achieving specific public health goals and curbing overall nicotine addiction without inadvertently boosting the combustible tobacco market.
