    Europe’s Vaping Shadow Market: 48% of Products Now Irregular

    A landmark Fraunhofer study reveals that nearly half of Europe's e-cigarette market operates outside legal frameworks, driven by a massive influx of unregulated products from China.

    A new study by Fraunhofer IIS has successfully mapped Europe's underground e-cigarette market, finding that 48% of the trade is currently irregular. With 90% of these products originating from China, the illicit market is projected to reach €10.8 billion by 2030, causing massive tax losses and bypassing essential consumer protections.

    The Scale of the European Illicit Trade

    For the first time, researchers have successfully mapped the scale of the underground e-cigarette market in Europe. According to Uwe Veres-Homm, head of risk analysis and localization at Fraunhofer IIS, the "irregular market" is expanding at an annual rate of 8.6%. This shadow economy is composed of grey and black market goods that violate national tax regulations, labeling requirements, and safety standards.

    The financial impact is already substantial. In Germany alone, the estimated tax loss for 2024 reached approximately €119 million. The following table illustrates the current and projected growth of this illicit sector across the European Union.

    The Shenzhen Supply Chain and European Hubs

    The study identifies Shenzhen, China, as the epicenter of the global vaping supply chain. Approximately 72% of Chinese e-cigarette production and 70% of the industry's manufacturers are based in this single region. These products enter the European Union through primary logistics hubs in Germany, the Netherlands, and Belgium.

    Once they arrive at these gateways, shipments are frequently transferred to trucks and transported between EU member states. This method exploits the lack of internal border controls and the "lack of uniformity" in EU regulations to evade taxes and quality inspections. Horst Manner-Romberg, CEO of MRU, emphasizes that these price disparities within the internal market create massive incentives for smuggling and re-imports, placing legal suppliers under enormous pressure.

    Logistical Overload and Digital Traceability

    A critical challenge for enforcement is the sheer volume of direct-to-consumer shipments. Last year, approximately twelve million packages arrived in the EU from China every single day. Rico Back, managing partner of SKR AG, notes that "no customs authority in the world is capable of checking millions of packages every day without errors."

    To combat this, the study suggests moving away from physical inspections toward digital traceability. Technologies such as blockchain-based serialization and AI-supported risk assessments could allow authorities to distinguish legal from illegal flows of goods. The authors propose a central international data platform that links production, imports, and consumption to enable holistic market surveillance.

    The Case Against Prohibition

    Despite the rise of the black market, the Fraunhofer study warns that a complete ban on e-cigarettes would be counterproductive. If legal distribution channels are eliminated, the existing demand will simply shift entirely to the illegal market, further empowering organized crime. Instead, the researchers recommend three non-political measures:

    • Uniform Product Classifications: Standardizing how products are taxed and registered across all EU states.
    • Digital Supply Chain Transparency: Implementing central data platforms for real-time tracking.
    • Cooperation with Countries of Origin: Applying controls in China before export, rather than relying solely on import inspections.

    Expert Verdict: A Billion-Euro Black Market

    The Fraunhofer research confirms that what often appears to be a harmless consumer trade is, in reality, a black market worth billions. The current regulatory fragmentation within the EU is being actively exploited by producers in Asia to bypass consumer protection and quality controls. For European policymakers, the priority must shift from debating prohibition to implementing technological and diplomatic solutions. Only by making the global supply chain transparent and interconnected can the EU effectively curb illegal imports and protect both tax revenues and public health.
