Proposed Bill Includes Public Vape Ban, Phased Flavor Restrictions
Hong Kong is moving forward with stricter tobacco control measures, including a ban on public vaping and restrictions on flavored cigarettes, with officials expressing confidence that the new rules will not negatively impact the city's tourism sector.
Dr. David Lam, a legislator and doctor, emphasized that similar public health measures are common in major global cities. "If we want to be known globally, is it better to be called a smoking city or a health-conscious city? I think being a healthy city is much better," Lam stated, dismissing concerns about tourism impact.
The proposed Tobacco Control Bill 2025, introduced last week, aims to ban e-cigarette use in public places, halt the sale of flavored traditional cigarettes, and expand smoke-free zones. Lam expressed strong support but felt the full implementation timeline extending to 2027 was too slow. He highlighted flavored tobacco as particularly concerning for masking tobacco's harshness and attracting non-smokers.
The government plans a phased ban on flavors, starting with non-menthol additives first. Deputy Secretary for Health, Eddie Lee, explained this prioritizes flavors often perceived as less harmful and more appealing to youth. While Lam expressed disappointment that menthol isn't included initially despite its high usage among young and female smokers, Lee stressed the need for a gradual approach based on public consultation results.
