The Indonesian Ministry of Health (Kemenkes) is drafting a new regulation to enforce plain packaging for cigarettes and e-cigarettes. This initiative, executing Government Regulation No. 28 of 2024, aims to strip tobacco products of their visual appeal to protect children and teenagers from nicotine addiction.
According to Dr. Andi Saguni, acting Director General for Disease Prevention and Control, traditional packaging serves as an active promotional tool. By standardizing colors and fonts while retaining prominent graphic health warnings, the government hopes to deter new users.
International studies support this move, showing that plain packaging successfully shifts public attention toward health warnings and prevents smoking initiation among youth.
The policy includes a structured transition period to allow businesses to adapt:
- General Transition: A two-year grace period ending around July 2026.
- Additional Adjustment: Up to 12 months of extra time specifically for implementing the new health warning layouts.
Indonesia is not alone in this strategy. The country joins a growing list of nations that have already successfully implemented plain packaging, including Australia, Canada, the United Kingdom, Singapore, and Thailand.
