Ireland is preparing to take a sledgehammer to the vaping and novel nicotine market. Ministers Jennifer Carroll MacNeill and Jennifer Murnane O’Connor have officially announced the government's approval of the Public Health (Tobacco Products and Nicotine Inhaling Products) (Amendment) Bill 2026. This is not a minor regulatory adjustment. It is a comprehensive, aggressive overhaul designed to fundamentally alter how nicotine is sold, displayed, and consumed across the country.
What does this mean for the industry? The landscape is about to become incredibly restrictive. First, the bill tackles the rising popularity of novel products by strictly prohibiting the sale of nicotine pouches to anyone under the age of 18. But the most devastating blow lands directly on the traditional vaping sector.
The government is stripping away consumer choice. Under the new legislation, vape flavors will be limited exclusively to tobacco. Every other flavor profile will be outlawed. Even the language used on the packaging will be heavily policed, banning all flavor descriptors and promotional language in favor of basic, utilitarian names.
Here is the reality for retailers. The visual presence of vaping is being erased from the high street. The bill prohibits the advertising of all nicotine inhaling and consumption products across every single retail outlet. If you operate a mixed retail environment, point-of-sale displays are now completely banned.
The hardware itself is also under fire. Lawmakers are targeting the aesthetics of vaping. The bill restricts the use of colors and imagery on both the devices and their packaging. Devices that function or look like toys or games will be entirely prohibited from the market. According to a Department of Health statement, this legislation is intentionally "future-proofed." This means these draconian rules will automatically apply to any new, emerging nicotine products that attempt to enter the Irish market down the line. Minister Carroll MacNeill framed the package as a necessary measure to limit addiction and maintain Ireland's leadership in tobacco control.
While the nicotine crackdown dominated the legislative update, Minister Carroll MacNeill also briefed the Cabinet on two separate, highly sensitive medical scoping exercises. Both investigations are set to run for up to 16 weeks.

Staines will engage directly with survivors alongside the NGO Dignity4Patients, supported by expert advisors Maeve Lewis and Professor Phil Scraton, and solicitor Diarmuid Brecknell. Farrell will work directly with families and clinicians to ensure a transparent examination of the systemic concerns raised. Final reports for both exercises will be submitted directly to the government to guide future responses.
