Turkish Health Minister Kemal Memişoğlu announced that the government will submit a draft bill to the Grand National Assembly (TBMM) requiring mandatory national ID verification for all tobacco sales. The proposal aims to halt underage sales and resolve ongoing disputes over smoking perimeters in hospitality venues across Turkey.
Stricter ID Checks and Redefined Public Smoking Zones
While selling tobacco to minors is already illegal, the pending legislation introduces mandatory age checks via the Turkish Republic (T.C.) identity number. Speaking on TRT Haber, Memişoğlu emphasized that the legislation will also reorganize cafe and restaurant spaces. "Non-smokers are currently relegated to the back areas," Memişoğlu stated, adding that the new framework will clearly demarcate where patrons can smoke.
The proposed restrictions will also extend to the following areas:
- School perimeters and educational facilities.
- Outdoor sports facilities and natural recreational zones.
- Enclosed commercial and public spaces.
Memişoğlu added that the draft will outline clearer penalties for retail violations and reduce the visibility of tobacco products on shelves. Addressing alternative nicotine devices, the minister asserted that electronic cigarettes are "three times more harmful" than conventional cigarettes.
Public Health Data Drives Legislative Action
Memişoğlu presented ministry estimates indicating that Turkey ranks second worldwide in smoking prevalence, with one in three adults using tobacco. Domestic consumption reached roughly 8 billion cigarette packs over the past year, generating an estimated turnover of $20 billion to $30 billion. The minister linked nearly 60 percent of national deaths to tobacco-related illnesses.
To support cessation, the Health Ministry operates over 1,700 dedicated clinics alongside the national "Alo 171" quitline. Lawmakers will finalize enforcement details, retailer penalties, and designated venue boundaries once the bill reaches Parliament in the coming weeks.
