Russia’s Ministry of Finance has prepared draft amendments to the national Tax Code, proposing higher excise rates on tobacco products, electronic nicotine delivery systems (ENDS), and alcohol starting in 2027.
Proposed 2027 Nicotine Excise Rates
The draft legislation outlines specific rate adjustments across several product categories for 2027:

Alcohol taxes will also rise in 2027, setting beer at 35 rubles per liter, still wine at 158 rubles, and sparkling wine at 170 rubles. By 2029, beer excises are projected to reach 37 rubles per liter, while pipe tobacco will rise to 5,971 rubles per kilogram.
