This massive financial loss comes at a critical juncture when Ukraine urgently requires tax revenue to fund its national defense and stabilize the economy, highlighting the inadequacy of temporary law enforcement raids.
Artem Konik, CEO of Philip Morris Ukraine, acknowledged recent successful operations by the Economic Security Bureau—including dismantling a major illegal factory in Chernivtsi. However, he emphasized that isolated inspections fail to provide a permanent solution to the deeply entrenched shadow economy.
"If you go there seven days later, you’ll see that they’re open again," Konik stated, pointing out that the vast majority of shuttered illegal outlets quickly reopen, even within prominent shopping and entertainment centers.
